Download button works in SharePoint but not MS Dynamics

We have a MS Dynamics CRM on-prem solution that integrates with SharePoint.  What our users have noticed is that the "Download File" capability seems to not work when the SharePoint is displayed inside the Dynamics site. Yet when you "Pop-Out" the SharePoint content and only view it in the SharePoint context, the Download functionality works fine.  We want to allow the Download function to work but for the life of me I can't find where in Dynamics to go to allow this to happen.  And to be clear, the download function is not grayed out or anything, it is just utterly unresponsive to clicking.  This also goes for the Download options within the menu system and on the ribbon.  They appear like they should function but you can not interact with them.

It seems like it should be something controlled on the SharePoint side, but clearly not because when in SharePoint alone it works, but when brought inside Dynamics it does not.

We are running version Microsoft Dynamics CRM 9.0 with the latest Dec 2019 CU installed.

Any help or clarity on this issue would be very helpful.
