Is there any possibility to create a SQL view for item charge that how many item charges are upload against the purchase document.
please help me to resolve it.

I'm guessing ... there is no need for this :-)
The apply item charges on already posted documents:
- create new purchase invoice
- add item charge
- open "Item Charge Assignment"
- click "Get Receipt Lines" and search for the posted receipt
- execute "Suggest Item Charge Assignment"
- post the purchase invoice
- done
The item charges are now assigned to the receipt.
