Recently we encounter the license issue with our AX4.0 We have purchased 8 licenses during implementation and added another 3 in year 2011.So total we have 11 licenses for last 7 years, and it works fine so far.Recently we noticed that our AX only can allow up to 8 users to log on at one time
Error:Cannot start Microsoft axapta has more users are running the system than then purchase rights allow

The reply from Malcolm triggers me. Note that the license for AX4 is based on concurrent users. If one user opens Dynamics AX twice, it will be counted as two concurrent sessions.
Its been a while since I was looking at an AX 4 system but I seem to recall it sometimes lost track of how many users were logged in and that this resulted in the kind of problem you are seeing.
I think I remember that the fix for this was to shut down all AOSes then start up one and log a single user in. Check that the Online Users form shows only one user logged in. If it does then you should be okay to start the other AOSes and allow the rest of your users on.
As I say though, it has been a very long time and there may be some other trick to clearing out the corrupt logged in user count.

Please check if the license file contains the correct number of concurrent users. Are you sure that the latest license file was imported in your environment? If you can't find the correct license, you can try to find it on customersource or contact your partner.
Are you sure that all the purchased licenses are still valid?
