Hello,
we have on-prem Finance and Operations, the plugin is failing to load for all users and we tried all the troubleshooting steps in below link but without success.

What might be the issue or how can we better troubleshoot to define it?
Error Message:
"Failed to retrieve the server config Details: Failed to load"

As per below doc, Internet access is requried for excel add-in to work. Make sure this is met. Can also check if there is any event log saved in windows. If still no good. Would suggest you to raise a support ticket to engage Microsoft.

It is best that system admin on AD side (e.g. IT dep) troubleshoot this issue since they have admin access in a case that there is need for install new extension or add-inn for Excel part. This type of error message can be related to the firewall that your organization has created or It cannot recognize the correct environment that you want to connect via Excel addin to get data. If it does not help, you can try to raise a support ticket with Microsoft to get assistence.
