Can you book a credit card onto an account rather than a specific order?

Yes, you can store it there, but it will be in plain text. This is a no-no for PCI compliance.
Depending on the number of credit card transactions you run on a daily/monthly basis, there is a company out there called EBizCharge and they have an add-on for storing the credit card information encrypted and processing credit card transactions in GP. There is no upfront cost, they just charge a fee per month and the per transaction fees.

So this will just store a card on the account, correct? Same as if we were to just run a normal credit card payment in cash receipts?
But we can store it here without actually charging a customer at the time of the order placement?
On the Customer Card - Options button takes you to the Customer Maintenance Options window. Halfway down on the left column is a place for Credit Card ID, Credit Card Number, and Expiration date. You have to have Credit Cards set up in your system for this, but it sounds like you might already have done that.
The fields are described in Help as follows:
Credit Card ID
Enter or select a credit card ID, if the customer is making the payment with a credit card. You can't enter a credit card with an inactive checkbook assigned to it. Click the Credit Card ID link to view more information.
Credit Card Number
Enter the customer's credit card number. This information can't be recorded in some jurisdictions without the customer's permission. Click the Credit Card Number link to view more information.
Expiration Date
Enter the expiration date of the customer's credit card.
