To add a new Report Layout in Sales Tax Reporting Code/Sales Tax Authority

Is it possible to add a new Report Layout in the dropdown selection in Sales Tax Reporting Code/Sales Tax Authority?

For a country that is missing in the dropdown, is it necessary to add a country-specific layout or using default is also ok?
