Open PGP Control is it compulsory to install?

Facing the issue as below
 
he OpenPGP control add in might
not run as you expect it to the functionality has been reduced to ensure
your productivity. contact the add in 
vendor for more information 
 
any idea how to fix it or required to fix in Environment?

    Other add-ins or plugins might be interfering with the OpenPGP add-in. Try disabling other add-ins temporarily to see if the issue persists.

    This doesn't look like a standard feature of BC, and some screenshots would be very helpful.
    If this is a third-party feature, please contact the partner directly.
