as DaveT already said, I am also sure that open purchase orders are taken in account. You should check the dates, because that is mostly the issue.

And if you are working with different locations, then you still have some setup to do ;-)

There is a number of different reason why you would get this:
1. date range - is the PO outside your date filter
2. are you using location and if so have you set-up SKUs for the locations
I have test this on a V5.0 Cronus company (Item SPK-100) and it takes open PO into account.
Also the status on open/released is not an issue
