Can I install NAV 2013 R2 on Windows Server 2008? I heard, I will have a problem.

You cannit do it. Minimum system requirement is Windows Server 2008 R2. You can find complete system requirements on dynamicsuser.net/.../365595.aspx

Windows Server 2008R2 is minimum required if you use server edition. You can use standard Windows 7/8, as well. You can read it in document on link.
