Can't replicate outbound segment in realtime

Hello,
 
i have a segment which i still built in outbound module and i'm trying to replicate it in realtime. No matter how i build it, it won't give me the same segment member size in realtime. What did i do wrong?
FYI: flag is a custom entity.
Help is much appreciated.

    1. Go to Dataverse > Table settings for flag, and ensure:
      • “Enable for segmenting” is enabled
      • There’s a direct relationship to the Contact table
    2. In Real-time, rebuild the segment using the Contact table as the root, and filter via the related flag field (e.g., Contact (Flags where Status = X))
    3. Validate compliance settings under Real-time marketing > Settings > Consent.

    thank you. I don't have access to Dataverse but Flag entity is enabled for segmenting because i can choose it like you see in the screenshot and i've used it before in segments via related tables.
    I also don't see the option  Real-time marketing > Settings > Consent

    If you don’t see Real-time marketing > Settings > Consent, it might be due to:
    • Your security role missing permission
    • Consent not being enabled in the environment
    Ask your admin to confirm that:
    • Consent management is turned on under Real-time Marketing Settings
    • You have the Marketing Manager role
