I tried to activate one data event (Business events) that would solve our problems, but I couldn't because apparently PP integration is needed:
Does anyone know if it's possible to setup PP integration in tier-1 or solve the problem some other way?

Yes, it is possible, as long as your Tier-1 is cloud hosted and not a local VM. You can follow the guide here learn.microsoft.com/.../enable-power-platform-integration
Actually, the latest information I received is that you can't link tier-1 to PP after it's been already deployed. It's only possible when you setup the environment, so redeployment is needed.
Good to know. Obviously, the documentation is not up to date.
