Time sheets: Record hours on machines

Hello everyone,
We would soon like to use the timesheets to map two scenarios.
1. an employee (resource) records their working hours for work on one or more tools that are created as a project.
2. an employee records machine hours on one or more tools that are created as a project.
Scenario 1 is easy to map. The employee simply records their own hours for a project and uses the category to define what work they have done.
We are still missing the idea for scenario 2. Machine hours are recorded here. As far as I can see, however, hours can only be recorded as a resource and a resource is always assigned to an employee. 
Now we had the idea of recording the machine as an activity so that the employee can still book to a project (= tool), but also to an activity (= machine). But the solution seems to me to be cumbersome.
I hope I have explained the problem clearly. Perhaps someone has an idea of how to proceed better.

    Hi Marco,
     
    Are you using the timesheets as part of the lite deployment (CE) or the timesheets from project accounting (F&O)? In case you are using F&O, there are some ISV vendors having a solution where you can plan and write time on equipment.
