I'm working on lead scoring and I've encountered this problem recently: I'd like to add some points to Job Title which contains "Chief" but does not contain "CEO", "CIO", "CTO" etc. There are available options as follows: equal, < > (What actually does it mean? Not equal?), is empty, not empty, contains - that's all. Maybe I'm missing something. Please help.

Yes, it is one workaround.
If you want to one perfect solution, you need add it to idea forum and invite more people to vote your idea.

Yes. <> does mean not equal.
The options currently available to operators are shown below:
So now that the "Not Included" operator is not supported, perhaps you could submit it to the Lead Management category of Ideas forum.
Perhaps you could create another field and copy the "CEO", "CIO", "CTO" values from the original field and paste them into the new field, a step you could automate by creating a workflow or business rule.
Then you can use new field as condition and select <> as operator in the lead scoring, which can help you achieve it indirectly.
