Regression Suite Automation Tool throws: System.InvalidOperationException

I have other issues on RSAT regression suite automation tool (including not running in non-admin mode on Windows 11) but I'm now getting an error that blocks execution on the full RSAT. Seems to be popping up on the Selenium forums, perhaps as a webdriver bug:

System.InvalidOperationException: session not created: probably user data directory is already in use, please specify a unique value for --user-data-dir argument, or don't use --user-data-dir (SessionNotCreated). Help appreciated as this is blocking use of tool.

Ensure Google Chrome is updated to the latest version.
Right-click on RSAT.exe and select Run as administrator.

Check for Background Chrome Processes:

Close all Chrome windows.

Open Task Manager (Ctrl + Shift + Esc).

Look for chrome.exe processes and end them.

Try Running in Compatibility Mode (For Windows 11 Issues):

Right-click RSAT.exe > Properties > Compatibility.

Enable Run this program in compatibility mode for Windows 10.
