Read-Only Copy of Great Plains (Dynamics) Data?

Hi All,
Just asking on behalf of our team:
 
We have a local client in AU running Great Plains (Dynamics GP) out of US.
They are de-merging from the US business (Headquarters) but for legal requirements need to retain a copy of the GP records and have access to report on them.
They will not be doing any updates - just reporting and archiving. It will be hosted in a Telstra DataCenter. 
 
Can they have an archived copy without a full licence? 
What SQL licensing would they need; Express or Standard?
Who/which Microsoft Support Teams need to be leveraged here?
Can we use our MS Partner Product Support or Advisory Hours?

    I believe the license is for production databases. You set all users as light users this way they will only have access to inquiry screens and reports. I would contact Winthrop Development Consultants for help. They are located down under and no one knows more about GP then them. www.winthropdc.com/home.htm
