We need to migrate data from Dynamics GP 2013 to NAV 2016.
Is there a migration tool available for doing the above without using the rapidstart feature of NAV.

There is no standard out-of-the-box tool to convert GP database to NAV database (I wonder why would Microsoft be interested in creating such?).
It will be a typical migration project from one system to another with transfer of Master data (references) and opening balances or documents.
You can use any tools for that:
- RapidStart (which is actually one of the best options)
- SQL data transfer
- export and import of text files through dataports
- manual data transfer and postings

I don't think there is a direct tool, but you can always use RAPIDSTART in NAV... Another way is Through the back-end i.e. MS SQL Server Tools to transfer data. Make sure you check all the destination table validation before committing.
