Consent Center for Hard Bounces and Quota Limits

Hi all,
 
So I understand that with hard bounces. They eventually get added to a suppression list and will no longer be sent emails. The document says they're still counted towards the quota limit for Interacted People. 
 
I've then been periodically adding them to the Consent Center for Emails has having opted out which means they'll get blocked/Not sent any emails during the send process.
 
My question is whether those will still count towards the quota limit if they're added to the consent center as opted out (meaning they won't get any emails from us).

    The better solution you can follow to avoid this risk, is including only the "opted-in" contacts or leads in your segment filter. In this way, you exclude any customer with no consent, and they won't be part of your journey and get blocked by it:
