We have Created a New category Hierarchy and assigned it with the Item, when ever we select the
same item on PR the system prompt this error "The product is no longer available."

Is the product locked / on-hold for specific transactions?
What is the new thing that you have setup? Is it only the new category hierarchy? And have things always worked ok before setting up this hierarchy?

Yes the is only with this new category others are working fine.
Make sure Procurement Category as Access Rule Poilcy
You dont have to do anything but just go in the Purchasing Policies and select the Policy Rule "Category access policy rule" and push the the available categories again by selecting the respective category of the item(s) you are selecting in PR or PO. Click OK and enjoy :)
Make sure that:
- Product category is assigned to your item
- Purchasing Policies are configured correctly
- Procurement catalog is published (Procurement and sourcing > Catalogs > Procurement catalogs > Select the right catalog and select Publish catalog)
