We know there is a report that does this - if you have Public Sector enabled (we don't and expect it to do unwanted changes to our system if we enable it). Or you can look at the user log (System Admin > Enquiries > System Users) but this just lists each login event - and I can't find a location where I can query this data, merge with the user list and expose everyone who's not logged on in the last three months.
Is there a more systematic way of exposing which users haven't logged in during the last 4 weeks (or any other time period)?

I think you have thought of all the possibilities, the most systematic way would be the Dormant User Account Reporting that exists in the system.
If you cannot activate the "Public Sector" license configuration for some reason, you could simply download the user log from the system, and play with data in Excel to get what you want.

The Dormant user security accounts report mentioned by Will is available without public sector enabled and would meet your requirement. You can specify the number of inactive days on the parameters of the report.

Please check again. The report is added a long time ago and should be visible in your environment. For the exact location, see next screenshot:
My bad... I have checked the properties. This report is linked to the Public sector features.
The report is getting the last login from the standard table SysUserLog. If you don't want to enable the public sector features, you can use this table for retrieving the login details.
