Is there a way to put an employee on Leave so the PTO accrual does not update?

Not sure on which GP version you are currently, but the PTO is part of the Extended HR & PR module, which no longer installs along GP since 18.3... This module was returned to Integrity Data which now manages the licensing and support.
The documentation from Microsoft might still apply on the older GP versions where it was still shipped along the core product, but possibly not for the new version. Check with Integrity Data if you're on a newer GP build.
