Can a DB other than AXDB be created in SQL SERVER in the production environment?
Can D365 FO (X++) access the DB created above?
We are thinking of keeping the tables that control D365 outside of the D365 DB so that they can be maintained by PowerApps.
You do not have access to the Production environment, only Microsoft does.

If your question is about cloud hosted environments, managed by Microsoft, then you don't have access to the SQL server and databases. If it is an on-premise environment, you have access, but for on-premise, you would need to create an on-prem connector for the database to connect with Power Apps.
