Creating Wave Templates

Troubles creating a wave template.  I have created wave templates before for Mode of Delivery tied to a sales order.  I would like to create a template that selects an order based on the weight of the shipment.  I see the weight is on the WHSShipment Table, but I am not having any luck getting the wave to pull that weight when the wave is created.  Any suggestions?
