Lets say today is 12/02/2019
I can "create pick" for all shipments with shipment date = "13/02/2019" but not those with shipment date = "12/02/2019"
any settings governing this? or any other things caused "nothing to do" error message?

Hi macchin,
There could be a customization in your NAV that prevents it from creating pick.
What if you create the picks from Pick Worksheet ?
Nothing really special. Normally we create pick right after sales order released thru warehouse shipment screen.
But during peak season, we may not have enough time to create and register pick on the same day.
In short
1. We pick according to a custom pick list
2. Custom Pick list returned to office and then warehouse clerk to create and register pick
3. Now we do not have enough time to create and register pick on same day
4. The day after we return to office, all the outstanding shipments cannot create pick
