Error on importing the permission set

I'm importing permissions set using the XMLport 9171 Import/Export Permission Sets for my task 'Upgradation of Data From nav 2013 r2 to nav 2016' i Deleted the permision set from page 9802 except "Super" now i am importing permission set from nav 2016

but while importing it throws an error

delete the permission ser "SUPER" from your xml file
