Hi,
If we're understanding the question correctly, you're trying to assign the Workflow to a specific user, similar to the participant functionality in the Notifications set up.
Looking at the screen shots, in the Escalation window, you've selected 'None' which is why there's a red x in the lower Assignment Type section:
To be able to select a specific user for escalation of this workflow step, you'll need to select User in the lower section, which will update in the mid section, and allow you to choose a specific user that this step will escalate to in the User Tab.
If you choose hierarchy, the workflow will follow a predefined hierarchy as configured in F&O in Organization Administration > Workers > Positions > Hierarchies .
This is equivalent to Participant in that it allows the workflow to specify a user or a group of users, via role in the hierarchy for escalation of the workflow.
