I am trying to create new Dev environment from other Tenant, However facing Managed solution dependency Issue. Any idea from where I can download this solution?

There is a special support ticket in which copy environment between the tenant is performed. I would suggest you go for that option.

msdyn_salessuggestion is a part on the msdyn_acceleratedsales solution. The msdyn_acceleratedsales solution is automatically installed when you installed Sales Insights.
