I have a solution to email attachments from notes .This works perfectly but only for my self as I have a system administrator role .
When users are trying to attach they re getting a security error below ;I have used my test account and I get the same error.
Not sure which access to grant here

You should check Network tab on Browser developer Tool (Hit F12) to check more detailed error.
Open Chrome Developer Tool ->Network Tab->Perform your operation->Check Network tab ->Check response of calls
