I checked the spelling of all the users and they all match. Any suggestions on what could be wrong? Thanks.

The owner name in CSV and the username in CRM do match. I was able to import the leads properly before but for whatever reason, it no longer works now. We have had issues with user profiles before and every user in CRM has a duplicated profile that has been deactivated but I'm wondering whether or not that could be the cause......?
Yes, all of the owners have access to Leads.

Please share your screenshot of owner name is CSV and username from CRM.

I've exported all of the user names to Excel to make sure that there aren't any discrepancies but strange enough, even when the spelling and format are correct, the owner names still do not import.

Please check how your users fullname is displayed in organisation.
Is it in Firstname LastName format/LastName Firstname format/Lastname, Firstname format.
You need to follow the naming pattern in CSV for proper matching.

This is exactly I've done.
I've matched through the Owner's First Name, Last Name, Full Name but none of them seem to work.
Through csv file.
The security section only allows assigning records to 1 owner whereas I need to assign the records to different owners.

Please make sure, you are using the correct data template for import, and the column header of the owner is correct.
Also, make sure you there is no warning for mapping of the owner field in the import wizard. Please see below screenshot for reference

How you have imported the data via data import thorough excel or via SSIS?
Also if you want to reassign the records to some other user. Then from security section open the user form and in ribbon you will find reassign records button.
