Is there any concept, when a user click on Ax Icon and it not automatically login instead open User Name and password window.I know that when we press shift key and right click then we get different user option.

Just to clarify, there is no standard feature in Microsoft Dynamics AX 2012 that will do this. The only option would be to do what Martin has already suggested (thanks Martin you beat me to replying a similar answer). However, that wouldn't stop a more informed user, using file explorer to open up the ax32.exe executable directly and bypassing that.
If this is a legal requirement in Saudi Arabia, then it would be best to open a support case with the Microsoft Dynamics team, and state the details around this. A localization change request could then we written up and reviewed by engineering. Engineering would ultimately make a decision on if this would be something that is technically possible in the core product architecture.

This a requirement given by a user as we enter to system and double click on ax icon it starts without any taking userid or password,but we want as we click on icon and it generates userid and password option.

The icon could call a PowerShell script with Get-Credential - that would show the dialog. And you would pass the response to Start-Process, where you would actually start AX.

Could you elaborate on what you're trying to achieve? Are you wanting to run as a different user when they start AX?
