You must click "Clean up log" link on the wizard, on the next screen setup a recurrence job to clear the logs with iteration 1 time, click OK to continue. try to keep the schedule for this recurrence only in the next 5 min. This action will clear the DB logs if already exists. and a fresh copy of the logs will be inserted to the table with the current user who is running this wizard now. This is a list kind of master on which tables, fields the logs were already enabled. after this step you will see the 'Finish' button enabled.
Note that , this will not delete any of the logs those were already recorded on transactions, those were enabled already.
I did it according to your settings and it did cause the finish button to be disabled and not clickable, and there was also a warning error, do you have this error on your page?
In my environment the button is enabled. This regardless if I used your setting, another setting, or no setting at all. Can you check if you have a message when you open the Database log setup form? You can also try to run the consistency check from this form which will reset and enable all database triggers.
