The confusion usually comes down to the similar sounding versions between Dynamics GP (no year) and Dynamics GP 2018 RTM/R2. The Dynamics GP product released on the Modern Life cycle starts at version 18.2, and is usually referenced as such. This sounds a lot like GP 2018 R2, but they are different.
Dynamics GP 2015 can directly upgrade to various versions of GP 2018 R2, but cannot directly upgrade to Dynamics GP (18.2).
Here you can find all upgrades for GP 2018 and what versions of GP 2015 and GP 2018 are compatible as a direct upgrade.

As long as you are on ​14.00.1159 or newer, you can go directly to one of the GP 2018 R2 versions (18.00.0628+).
Here are the list of versions compatible with GP 18.2, which starts with GP 2016.

Hopefully this clears up a bit of the confusion. The good news it that next release is likely to be called GP 18.3. Good thing we didn't release and R3 or this confusion just would continue!
