Workflow Purchase order error : The quantity cannot be reduced ..

Here are the steps to reproduce my problem:
-Create a purchase order with a project number
-Creation of a purchase order line with, for example, a quantity of 10
-Receive the quantity of 10 but indicate a remaining quantity of 3, for example.
When I then cancel this remaining quantity, I run worflow and get the following error: 
 
The quantity cannot be reduced from item *** and lot id ***. The number of inventory transactions on order is too low because the quantity or part of it is referenced by an output order or a production order or is marked against other transactions.
 
For the line I'm processing, there has been an invoicing of the quantities received, which blocks the cancellation of the line or the modification of the receipts.
I've noticed that transactions are marked when I create a purchase order by entering a project number.

    What version of Dynamics 365 F&O are you using? Can you reproduce this issue in a standard Contoso demo environment (e.g. company USMF)?
     
    What exact workflow are you referring to that gives you the error?

    Have you registered the qty? can you check the registration and output order? if yes, please delete that and try after that.
