Managed Solution Export Missing Labels

It would appear that some (if not all) labels on my forms for custom entities go missing when I try to export a managed solution. This doesn't seem to be the case when exporting the same solution as un-managed.

Has anyone seen this behavior before / have any solutions to fix this? 

Could it have something to do with my PowerApps environment having multiple languages?

    I tried to export as managed solution by changing the "Customizable" to False in form's "Managed Properties" to see if i could replicate your case, but it didn't give any issue to me. You can try this to see if it is going to fix your case at your end.

    You can publish the form first and then the Publish All Customizations, and then export as managed solution and see if it is still the case.

    You can change any of the label again and export as managed solution to see that change would go through.

    Thanks for the reply Erhan. Unfortunately, that's how I noticed they were missing in the first place (the labels / solutionaction were missing from the solution customizations xml).

    Hi,

    After exporting the solution, have you checked if labels were in the solution file (by unzipping the zip file)?

    If so, check label's "solutionaction" tags.

    <label description="xxx" languagecode="1033" solutionaction="modified"/>

    And also, you can import managed solution with overwrite option again.
