How to develop from local VHD instead of company VM?

I had set up a VHD as a local VM and have been using it for learning purposes as playground. Now i want to connect to multiple azure devops projects, develop and check-in within this VHD if possible.
 
I can connect to a project from team explorer, download the metadata and the solutions from the source control explorer but neither the project model nor the localization packages are visible in build-models. Only the default packages are available to build

    Your mapping between source control and the PackagesLocalDirectory folder is probably wrong. The files from source control should be mapped to the PackagesLocalDirectory folder.

    Hi,
     
    Have you run the option in Visual Studio "Refresh models" in Model Management?
     
    Also, have you mapped to the correct location in PackagesLocalDirectory, and did you retrieve the model (descriptor) file from source control?
     
    Share some screenshots of your mappings and models if you can!

    Look into PackagesLocalDirectory and verify that the packages folders are there and they contain both the descriptor files and the actual model folders with application elements.

    Please ensure that the models downloaded have descriptor files. Without it, the model would not show in VS.
