Cannot create a record in Locations (LogisticsLocation). Location ID: 000006315. The record already exists.

We recently discovered problem in AP module. Cannot create any of the following:

1. New Vendor

2. Unable to update address

3. Unable to update Financial Dimension

The subjected error pops up. 

Following steps already performed:

- I have checked the number sequence
- Filter on Area: Address book and Reference: Location ID
- Edit the number sequence - not fixed, same error 

- Continuous was disabled
- Status list is empty
