You can integrate with Talent (HR Core, Attract and Onboard) with Microsoft Flow. I would recommend to create the integration or as Arun says, contact MS directly or attend events to talk to other partners and MS about how they do things. Or get in touch with a MS-Partner that deliver Talent to a customer, and ask if they would like to test an integration together with your company, and splitting the bill (you would probably both benefit from having a working integration).
But this forum isn't the correct channel for that :)

Probably you can reach out to MS directly for such pitches. Or attending roadshows/events that MS is conducting to showcase your products.
