Load release no work created

Weird situation that hasn’t ever emerged before in the last 2 years until today when we updated our client to the latest release and our IT applied “patch fixes” whatever they are.

got a load with 3 items on it call them items A B and C. 3 full pallets of each on the shipment. Item C we have in the docks in location which we have configured to not create work from. So in the scenario usually what happens is work is created for the load just for items A and B. Perfect and expected. However now no work get created at all until item C is fully located in the locations required as per the directives etc. I have changed nothing on the set up and this same load only a day ago exactly like this did create work as expected for items A and B but without C.

so does anyone know of any updates or new features that could be creating this issue? We are on version 10.0.16. Or any suggestions outside of the location directives or work templates this could be going wrong.
