I had exported 1st portal data and tried to import data in second portal which is in same environment but unable to see changes.
Can we have any option to import data from 1st portal to 2nd portal which is in same environment.

can you please explain better what are you trying to achieve?
What kind of data are you trying to import? Is it the Portals configuration data (Web Pages, forms, snippets etc.)
If that is the case you might need to amend the relationships (import data should not connect the existing second portal to the newly created data)
But the operation in theory is possible. You might find some issue with the reference data, because some lookups might be static and point to the incorrect location.
I had imported total portal data like webpages,web templetes,table permissions,site settings all entities in portal.

You can consider this data transfer as a small migration project. Most of the tools will not give you all. Please refer to this article for an official source:
