The User is a View only. The link works correctly for all other users. The report has security on the tree, the user is on the appropriate unit. The user has been added to the appropriate library as a viewer. The user has permission to the folder where the link for the report is.

As far as I remember having used the web browser, IE works best for authentication as it's fully Windows integrated.. Everything else requres separate authentication (Chrome, FireFox, etc).
Why don't they use the MR Viewer client ? the rich client is much better for visualizing the reports, and it can be set to open by default in MR Designer.. though you may publish MR reports by sending URL links to the end users .... or how do they get access to the reports itself ?

Is the user trying to open the report in the Web Browser (IE or Edge) or by using the full MR 2012 Viewer client ? the Web Browser can sometimes be tricky around windows authentication and security.
