No, RSO will not modify the scheduling window. Why would you want to do this? If your SLA dictates a certain ETA window, a non-responding engineer will not change that SLA.
If you can explain how the business wants to handle such cases, there may be different options to achieve the desired result (different RSO schedule, workflow, etc.).
