As I just tried and met the access issue on some specified Linkage. I would suggest you contact to the following regional operation center in your region as follows:

For customers/partners in the Asia Pacific region, please contact mbslques@microsoft.com

For customers/partners in the Americas, please contact mbscors@microsoft.com

For customers/partners in Europe, the Middle East and Africa, please contact mbsquery@microsoft.com
