we are getting below error on enterprise portal.
Also, unable to deploy web pages from AOT. getting below error.

Hi,
Please enable the "SharePoint Central Administrator" site in IIS manager.
It's already enable. But still getting these errors.
Check with the company that owns the external web service has some kind of access list with IP addresses allowed to access this web service
All ports are open for these server on Firewall. And this server IP Address is trusted mean allow in firewall . What we have check further.
I think the error indicates permission problem .u just check whether current user has rights to deploy elements.
Actually we already give domain admin and scheme admin permission to that user. And that user is already BC User of SQL. Further which permission we have to assign that user.
