Which pattern you would suggest for the following Form Group not-data cases:
I would also appreciate some form/group patterns reference - if any available.

Horizontal Fields and Buttons Group subpattern is not good for my case, as it requires at least a first field while I want to use none in the group.

For 1,You can choose to use Custom pattern.It can contain controls of any style.
For 2, Fields and Field Groups subpattern can only contain Group, you should try to set security restrictions.
