Hi,
I'm working on CRM Dynamics 365 version (9.0.32.3) and I'm getting the error attached whenever I try to add users or manage roles taking into consideration that I already applied the 2 suggested fixes for this issue which are :
1- Copying
Microsoft.Dynamics.Sales.Plugins.dll from the original Dynamics 365 V9 media that I used to originally install the server. I renamed the file in C:\Program Files\Dynamics 365\Server\bin\assembly to Microsoft.Dynamics.Sales.Plugins.dll.bak just in case.

It is about your file is missing assemble permission please check under DCRM file.

For those who might stumble on this post after a search, this issue might occur because an organisation database was not updated after a service pack / cumulative update was installed. I wrote a blog post on how to troubleshoot this issue, which can be found here.
