Appl.-to Item Entry for same Lot, different entries on Item Tracking Line of Sales Line

We have a situation where a client needs to use the "Appl.-to Item Entry" field in the Item Tracking Line of a Sales Line.  They have multiple entries to the same Item/Location/Lot and need to specifically pick the item ledger entries the shipment should apply to.  There are 2 issues we are encountering:

 1.  Not able to enter 2 separate lines for the same Lot in order to select different Item Ledger Entries to apply to:

If the Qty to Ship is > than the remaining quantity of a single item ledger entry, we attempted creating 2 separate item tracking lines to specify the entry on each (note:  we changed Quantity (Base) to = the available qty on that item ledger entry being applied)

2. If partial shipment, not able to assign the item ledger entry for the remaining qty to ship

Original entry was applied to an item ledger entry and posted without error (Qty to Handle = partial qty being shipped).  For the next shipment, the item tracking line reflects the Quantity Handled (from previous shipment).  The Quantity (Base) is the full sales line amount, Qty to Handle (Base) is the remaining qty to ship.  When select the Appl.-To Item Entry, error is received that the remaining qty on the item ledger entry is too low to cover the Quantity (Base).  This seems like a bug since it should be looking for Qty to Handle instead of Quantity (Base).
