AX2009 Security for creation of Item Template

First I want to apologize but I have almost no experience with setting up security.

I have a customer that wants to give several users the ability to create Company and User Templates for item creation. I have not been able to identify the security permission that controls this. (When the open record info, the Script button is there but the template options are not). Can someone tell me what permission they need to access the buttons?
