so we have a customer that has dual licenses that will expire in few days, however this customer is only using the on-premises, if the licenses were expired would it affect the provisioned on-premises environment ? and what shall be done to only keep the on-premises licenses since they are not using the dual ?

Dual Use Rights included with Dynamics 365 SLs are non-perpetual and will expire when the cloud subscription expires.
If the customer needs Dynamics 365 for Operations, on-premises only, they can contact the sales person and consider purchasing licenses of Dynamics 365 for Operations, on-premises.
Dynamics 365 for Operations, on-premises is licensed under the Server + Client Access License (CAL) model, which requires that the customer license the server(s) running the software as well as the users and/or devices that connect to the product.
