Hi Mathan,
Till now, there is no Arabic Language for Dynamics NAV, But you can use Partner Translation Toolkit to develop your own localization.

There is no Arabic language pack for NAV:
mbs.microsoft.com/.../MSDNAV2013R2LanguageModules
So the only way is to create your own translation for all captions or try to find ready translations from any other partner.
