I am trying to activate a custom entity, however I get an error - 'You need a Microsoft Dynamics 365 license to continue'

Downloading the logfile gives details that a specific SystemUserId doesn't have a license, this is correct as this person left the organization very recently, however on leaving everything he owned was transffered to another user. There is no reason that he would be associated with this process and on searching it doesn't appear that he owns anything. Is there anything you can think of that we may have missed or a way to get more details on where the system is finding his SystemUserId?

    After removing license, no license user became deactivated. However, the user is not deleted and Dynamics keeps his SystemUserId.

    When activating a custom entity is associated with the user (e.g. the custom entity was created by the user / some workflow or plugin created by the user will work when the entity is activated) , this error can occur.

    I recommend you to create a support ticket for further investigation or mitigation.

    The mist likely cause is if the user owns workflows or plugin steps, or they are configured to run under the context of this particular user. I'd start by checking the dependencies on the entity to determine which workflows and plugin steps are configured on it, and check each in turn
