A few more details may be helpful to identify the problem. Is Windows or SQL security used? If using Windows security, is the domain account being used to login mapped to the SYSADMIN user in the SL System database?

You may need to gather more information to identify the cause of the login error. Check the records in the System database - Domain and Company tables to verify that data is correct. After confirming the tables have the correct information, rerun the SL Database Maintenance - Sync security scenario to grant rights.

If that does not resolve the problem you can go into SQL Server Database Maintenance and delete the E8... user from all of the SL databases and from the SQL Server security folder. After the E8... user is deleted, run the Sync scenario again to recreate the E8... user.

You can also start a SQL Profiler trace running before trying to login to SL, and review the trace output for errors.

I had a similar problem migrating from 6.0 to 7.0 and then to 2015. In my case I was trying to log in as the sysadmin. The client told me the sysadmin password was blank. I had to clear the password field in the UserRec table for sysadmin to be able to log in.
